Perez's mother Lydia Fontanez and Reyes was born in Humacao (Puerto Rico) on October 13, 1939. Her father came from Aguadilla (Puerto Rico). Arturo Perez, her mother's husband, was 20 years older than her. Following an affair with the father of Serrano, Perez's mother had already had five children. Perez was born in the now-closed Greenpoint Hospital, Greenpoint neighborhood of Brooklyn.
Perez is one of her ten children. Rosie and her siblings lived in Bushwick during the time their mother was imprisoned. Her mother gave birth to her eldest child while she was imprisoned. For a while she was a child of an aunt. Then, she was in foster homes and group homes. She was often separated from her brothers. They were moved to a group foster family and lived in foster homes in New York and Peekskill up until age eight. It was legal to consider her as a ward of the State of New York from age 12 to age 12. Aunt and mother visited her often, and her father unsuccessfully tried to take her custody.
